GPU and CPU at 30%, but getting 15FPS

This has been happening to me for awhile now. I would play a game, but the frames would drop or would bounce even though my CPU and GPU have plenty of headroom. Especially after i installed mods to fallout 4. frames would stay at 15-25, but my GPU and CPU are essentially sitting back and sipping lemonade while i sit there in anger and confusion. Why is this happening, and how do i fix it?

Well, 2 things im going to ask and try to explain.

Mods? Does the game run just fine with no mods? If so how much FPS we talking on the vanilla game?


The second problem, 1 stick of DDR4 RAM, now I know RAM is still kind of expensive, but Fallout 4 does not perform well with 1 stick of RAM, With 1 stick of RAM you are running in single channel which in vary few games, Fallout being 1 of them will perform like crap, other games will remain unchanged most likley if you got another stick of 16GB of RAM.

Now if you do decide to get another stick of RAM, get the same size so 16GB, same speed, same brand to keep all the possable problems from occurring from miss match RAM sticks. Not saying it wont work with a different brand stick, but...

Or you can sell the stick of ram, and get 2x 8GB sticks for dual channel, you will still get 16Gb but you should also see a pretty good boost in FPS in Fallout 4.

Though keep in mind if yopu get another stick of ram, read in your manual on your motherboard and make sure you use the right slots to enable dual channel, if you have them in the wrong slots you would still be running in single channel or worse crashing blue screening or random errors in windows. You normally use the slots furthest away from the CPU socket that are the same color so something like this.
