r5 1600 + 1070ti far cry 5 lagging? HELP NEEDED

I have a 1070ti, r5 1600, and 16gm of ram and for some reason I cannot maintain above 60fps on the lowest settings? I am not streaming or recording and I have all the nvidia drivers installed. Can anyone help?

How do I check whats bottle necking with afterburner I have it installed but dont know where to look

So my afterburner looks different the main screen is the same layout just black and white but I dont have the OSD option just show in tray and im not sure what that means. Sorry dont know much about afterburner
Update: Never mind I got it

I have enabled show in OSD for all the usages in the monitoring tab and enabled OSD in rivatuner and still nothing appears
