hot 65 idle CPU, new case? new fans? or new heatsink?

As shown in link, there's 2 case fan holes on the top of the case which is sort of odd, and 2 case fan holes on the side panel for fans which weren't included with the case. It can hold 7 fans and only included 4.
So I put 2 case fans in the front which is the only place with a dust screen, and those 2 fans blow inward and there's 1 fan in the back blowing outward for a steady stream. And the stock i7-4790 LGA 1150 cooler.

I had this machine for a few years and clean the fans about every 8 months.

This past Winter I had the case side panel off because the front power button broke so I was using a knife to short/jump start the power pins while waiting for the new wire to arrive from China for 75 cents. It was Winter so I didn't think it would get too warm (I don't use much heat in the room either). But it got dusty and the fans loud.
Before cleaning it when I installed the new power wire, BIOS said the idle CPU was something like 80 degrees Ceclius! I cleaned all the fans as good as I could (but can't remove minor dust stuck to the grease/oil on the actual copper spun motor core). I noticed one fan apparently got so stressed/heated that it leaked oil/grease from the motor core, but I cleaned all the fans and idle CPU temp seemed ok at around 58C if I remember correctly even though it should be around 45-50 if I'm not mistaken.

Since 4 case holes don't have fans in them, and I don't want dust being pulled in there, I taped cardboard over the two case fan holes on the top of the case and the two case fan holes on the side of the case. I figure it's just like a common case which doesn't have holes at the top and sides if I just seal it with cardboard.

Today is about 90 degrees Fahrenheit outside and probably 105 degrees in the room. Idle temp is 65celcius. I've been checking temp in the past few weeks when it's not this hot out and still not getting much lower than 58C.

--Should I replace all 3 case fans (about 3 years old even though they've been cleaned now and then I think dust clings to the copper core which can't be cleaned). Should I just replace all 3 case fans and a new stock (cheap) CPU cooler? And keep the cardboard blocking the un-used case fan holes?

--Or buy 7 new case fans and buy those dust screens for all the fans besides the 2 fronts which have a dust screen (doesn't work that good though, dust gets through still).
--And/or buy a better CPU cooler, but preferably not liquid since I don't want a leak and I'm not overclocking ever.

If I put fans in all 7 holes, how should I direct them? Everything should be blowing inward except the 1 fan at the back? If I get dust screens, which are good?
But do I really need 7 case fans!? can't just keep the un used ones blocked off with cardboard? Might be cheaper to buy a whole new case with new fans included vs putting 7 fans with 4 new dust guards. Most cases don't have this many fan holes if I'm not mistaken.

My recommendation would be to remove the current CPU heatsink and replace it with a new one. The stock cooler is frankly garbage that does the bare minimum. Looks towards the EVO 212 or Cryorig H7.
