Question about 4K gaming in PC

So this is my first time gaming in 4K monitor coming from 1440p. So forgive me if this will sound ignorant.

When i started the game, the resolution was set to 3840 x 2160, however it is not as noticeable as before when I'm gaming at 1440p. What i mean is the UI is still large and the overall coverage area of the game is still the same as for 1080 resolution - i compared it by switching to these resolution and there is no change in the overall scale of the game, the only change is (although this might even be placebo) the sharpness of the image.

Am i right to understand that 4k gaming supposed to have wider visible area of the world of the game and much smaller UI (much like how it is in desktop - smaller taskbar and icons)? Because this is how it was when i'm gaming in 1440p, there is noticeable scaling in comparison to 1080, but not in 4k - 1080p and 4k scale is the same! (same size of UI and area of the world).

Do i understand poorly how 4k works or this depends on each game (there is indeed an option for 4k resolution inside game settings)? I purchased 4k monitor for this purpose but i'm so disappointed that my screen game is still tight. please help! thanks!
 
Few things. What game are we talking about? The game could be using the Windows scale size which usually jumps to like 150% or so with 4K rez.

It won't increase the "field of view" of the game and see a wider area, the aspect ratio, 16:9 is the same for 1080p, 1440p, 4k. Ultrawide monitors (if a game suppports it ) will let you see a wider field as the aspect ratio is usually 21:9.

Ok, so I understand about the field of view, but for the UI? I have been searching the net and most of the problem of people is having their game ui very small which is exactly opposite to my issue. well, not exactly very large UI, but my UI still remains the same as how it is in 1080p. I would like to have it scaled down if possible.

There are a lot of games i have tested this and all have same results. For reference, they are:
-Cities Skyline
-Tom Clancy's The Division
-Dragon Age: Inquisition
-Dragons Dogma: Dark Arisen

My display is already set to 100% scaling and it's the smallest possible
 
The game may have a setting for UI size so look for that, but IMO the scaling up of the UI with the higher res is the right thing to do. I think there is better implementation of scaling these days which gives you more control as the previous poster wrote, but when the push to 1440 and 4k (burns me up that it’s not called 2k — damn the marketing dept!) happened the apps and OSs were ignorant of it and everything in text or UI did look too small to be readable, even if other visual elements were enhanced by the higher res. Good programming practice would allow for adjustment of both global and UI scaling given the wide array of resolutions and aspect ratios we have available to us, but that is in the software developers’ hands to actually implement it. Again, check game settings to see if you can reduce the UI scale.
