High End Stuttering

Hey everybody I am absolutely at wits end here. For the past two weeks I have noticed some stuttering that seems to be associated with loading textures or areas of a map while playing. The biggest offenders are AC Origins,CS GO, and fallout 4. I have seemingly tried every trick in the book with no fix yet!

What I have tried
-Nvidia control panel optimization
-Windows settings optimization
-Power management prefer max performance
-Anything xbox related turned off
-System page file adjustments
-Reseating just about every component except for the cpu and cpu cooler
-uninstalled nvidia drivers with DDU

I have
Evga 1080ti FTW3

I7 7700K tested at every clock speed from 4.2ghz - 4.8ghz

Watercooler by the NZXT Kracken x62 using CAM software to optimize cooling. (Worst temp I have seen so far was @4.8ghz and was around 83°

16 GB DDR4 ram at 2400 with both xmp on and off (no errors during memtest)

A 256gb SanDisk SSD that contains my OS (clean installed just a few days ago) also contains CSGO

A 2TB seagate SSHD hybrid drive ag 7200rpm which contains AC Origins and just about every other game.

Multi monitor setup
Gsync 1440p dell monitor
Free sync 1080p AOC monitor
Play games on the dell and leave the AOC open but have not been multitasking
Have tried just using only the dell monitor and seems to make no difference

These stutters seem to occur every time I climb to the top of a large building in AC Origins or every time I turn a corner or enter a hallway in CSGO which leads me to believe that this is a disk or memory issue.

I have been benchmarking with firestrike and have been getting consitently good scores 20,900-21,400

But this stuttering is driving me crazy. While it is minor and far from unplayable I would expect that this premium hardware could handle these games. I am wondering if I am over reacting to these stutters or if there is actually something wrong with my system. It is not even a full year old yet. I would say that a game like AC Origins is poorly optimized and could live with the stutters but when a game like CS GO can't maintain a stable 144fps I can't help but wonder what the hell is going on. Please if anyone has any insight into what may be wrong or if it is time to submit some RMAs for my components please let me know. I know the troubleshooting process is a long one and if you have any further questions I likely have an answer as I have been monitoring my system for two weeks now. Thanks

I have virtually the same setup as you aside from the second monitor and slight difference in HDD and SDD storage. I have tried so many things to no avail that I can't really offer any advice to help you but I want to let you know that you're not alone and that plenty of people with high end rigs have been going through this issue and we're all feverishly trying to resolve it. Good luck, man.
