Stuttering in games.

I experience stuttering in like every game I play, together with screen tearing in some cases and I bought this PC like a month ago and it stutters while gaming ever since. My PC is https://www.pcgarage.ro/sisteme-pc-garage/pc-garage/gaming-serpent-v6-intel-i5-8400-280ghz-coffee-lake-16gb-ddr4-1tb-hdd-plus-240gb-ssd-gtx-1060-6gb-gddr5/ , I'm not a PC expert so could it be because of my monitor? I have a pretty old monitor, L194WT, but when I hear other friends of mine that are telling me their gaming PCs can do well with a 60hz monitor is confusing me even more... Can you help me?

Try this...

-Set resolution 1440x900 (native)
-Set refresh rate for 75hz (Nvidia Control Panel)
-Nvidia Control Panel > 3D Settings > Global Settings > Vertical Sync > Adaptive
(Make sure it hit apply when setting up these options in the Nvidia Control Panel)

Try your games.

Well I call stuttering or more likely micro-stuttering the lag I have for 1 second or less and then it goes back to normal.
Note: My fps don't drop when this occurs.
I meet this stuttering on every game, have it be offline or online, CS:GO, Outlast, GTA V, Vampyr, even Cuphead to name a few.

I can't set the refresh rate for 75hz, the only option is 60hz.

That's odd, that monitor should support 1440x900 @75hz. I was thinking the extra 15hz would help with the stuttering. Well for now try the other steps and see if your still having stuttering on the games.

EDIT: You have to have it connected via DVI for it to work at 75hz,

It is connected via DVI, I'll try the other steps.
EDIT: I checked it on GTA V and now I have screen tearing all over the place.

I normally do enable V-Sync in games and at that time it was enabled on GTA V as well, same with other games, I enable V-Sync and I still get micro-stuttering..
On Raft, however, I set my resolution at 1440x900 together with V-Sync on and only 59hz and it works smooth. But this is the only exception a game works smooth, if I set it to 60hz it starts stuttering.

Fake news I still experience micro-stuttering in Raft.
