why is my voltage higher than its fixed setting?

cpu: 7700K (4.5ghz)
mobo: Asrock Z270M PRO4 S1151
cooler: noctua DH 15

I have a strange 7700k. I have seen a lot of threads of people with the same issues and I'm having a hard time finding an answer. I use prime 95 to test my i7700k and use CPU-Z to monitor the voltage and core speed.

I ran prime 95 for around 10min just to see the peak voltage of my CPU and the voltage jumps to a whopping 1.34V (60c). This seems very high to me as I think the normal Voltage for a 7700k should be around 1.22V. (when at 100% load, all cores are at 4.4ghz and I have set it to maximum performance in the bios, but when idle all cores are at 4.5ghz)

To try and solve this issue I first updated my bios which did nothing but that does not really surprise me. I then set the voltage to a 'fixed voltage' of 1.2. hoping that this solves the issue, however, when I go onto CPU-Z I see that my voltage is at 1.255 and it stays like that no matter what I change the fixed voltage too.

I want to decrease the temperature and voltage of my CPU so that it is able to live for longer. Seeing my CPU at 1.34V really scares me and when I try to fix this by setting it to 1.2V it is still far higher than what I want it to be.

Offset adds additional voltage over and above your stock/manual voltage setting. If you have offset enabled, that'll do it.

Adaptive only adds above the stock speed/clocks/voltage.

I'm not too familiar with ASRock boards.... they may well call it something else.

For offset mode should I put in the same voltage as I would in fixed mode?

for example fixed mode - 1.2v
offset mode -1.2v

and should I leave turbo performance? there is three option
-max battery
-max non-turbo performance
-turbo performance

alright i just did another test and I'm really confused now

Voltage is fixed at 1.225 on load (as it crashed at 1.2) - all my cores are at 90c

voltage is set to auto at 1.340 on load - all cores are at 60c

what?
