Windows 10 terrible performance on high end pc | low cpu / gpu usage

So my friends pc is behaving weirdly, it has worked fine for a few years and for no reason a few weeks ago it started getting terrible performance.
I'm like "OK let's just reinstall windows" so I did but nothing changed: apps take ages to start and windows is laggy all around, and performance in games is poor. So I check CPU / GPU usage / temperature but everything seems fine, power options are set to high performance,
I really don't know what to do, does someone have any idea what could be going on?
I did notice it had quite a bit of dust, but temperature are not high, maybe that could be the issue?

SPECS:
CPU: Intel I5 6400 (obviously not overclocked) with be-quiet heatsink
MOTHERBOARD: MSI Gaming 1151 (don't have exact reference)
GPU: MSI gtx 970 4gb
RAM: 8gb Hyperx fury ddr4 2133mhz
SSD: 250gb
HDD: 1tb
MONITOR: iiyama prolite 144hz (don't know if it has anything to do with the issue)
OS: Windows 10 home x64
(pc was build by a professional and seems well build)

Try a different hard drive or SSD. Could you let us know what SSD is installed? It might have been an older model with lower write and read endurance compared to modern drives and it is simply at the end of its life. Check it's SMART status while you're at it.

Well, I don't think it's the ssd because I ran multiple tests and even tested with my own sdd, I reset the BIOS. CrystalDiskInfo showed 97% good on the ssd. I even ran a memtest and nothing showed up. I did get much better after installing Windows 10 pro but still is slower than when he first got it. I even cleaned it up in case it was a thermal issue which I wasn't but it never hurts :p.
I ran out of ideas :'(

When was the last time you updated ALL the drivers for for the pc? Give a good air blowing of all fans, cooler radiator, psu, motherboard etc. Use cc cleaner and clean up all junk files just sitting around. How full is the ssd and is that used for the os?
