What is the best compatible CPU for streaming/gaming on a gigabyte b250m-evo mother board

For a new streamer I'm ok with a light/heavy budget for the best processor for streaming 720-1080p perferably

Also any advice, good simple streaming programs, where to start, etc

These CPUs are also available with a "k" designation. The "k" indicates an unlocked multiplier for overclocking. This would not be of much use without a Z170 or z270 Chipset motherboard.
