Indeed. Those speeds are pretty woeful. If you're based in the UK (if not, skip to the end), suggest you go about estimating your distance from exchange, and try to get an idea of what speeds you
could be getting.
There are a couple of ways to go about it. First see your exchange/cab details here via BT's checker -

(If not on BT network, suggest you visit specific wholesale network forums, e.g. Sky.)
Another option is to get your router stats and input them to an estimater calc -

Note that 20CN (a.k.a. ADSLmax) results differ from ADSL2+ and 21CN results - Your BT results should list available options on your exchange. The knowledge of approximate distance from exchange and theoretical speeds can at least help decide if it's worth chasing ISPs or wholesale telcos for engineer testing.
If not in the UK, suggest you try to apply similar ideas listed, but via own national / regional providers and with other specific technologies used. I try not to dabble with provision outside of UK. One badly provisioned nation is enough!
