For the whole school year, my ping had been perfectly fine. In the past, I have had this issue but it had completely disappeared for quite some time, but starting at the beginning of June the issue returned. I will just be playing a game or watching a video and out of nowhere my ping will spike extremely high, then from there, it'll just continue to constantly fluctuate for as short as a few minutes up to a few hours. This happens at any point of the day, whether it's extremely early or late or if people are home or not. I've tried contacting my ISP and they had told me that the upload bandwidth had been getting used up to 97%, which at the time I believed because I just assumed it was my brother, but as I said it still occurs even when no one is home, but it may be for a different issue. If you need any more information please let me know I just really want to know why this issues is happening. Thanks.
