Depends entirely on what you are doing with it. If it's just games (no streaming) then the R5-2600 will do slightly better due to its higher clock speed. This advantage goes away if you overclock the R7-1700 or if the given game can take advantage of the additional cores.

For everything else the R7-1700 is better due to its higher core count.
