PC won't boot - - PWR LED flashes red

The fans start whirling then it shuts down. PWR led shines red all the time.

I tried with 2 different PSUS an in both cases the same problem. Could the mother board be damaged?

Also I bought a cheap 450w PSU with only 1* 4pin cpu connector. The motheboard has 8pin.

At first I totally forgot about the CPU connector so i powered it up without it connected. Then I did a big mistake and i connected the 6+2 PCI-e connector to the ATX12v slot.
Then i tried the 4pin into 8 pin slot.

Could i possibly damage the motheboard doing this?
Also can 4pin work on 8pinMB?

Check if any heatsink is heating up, ive bought an used (working) mothetboard which turned out faulty, same issue as yours, flashing pwr button wont even spin the fan with or without cpu, not even when jumping the green and black wire, I need to check it a bit in detail. Dunno whats the problem, but I know that chipset is heating up a LOT.
