My pc is using only 40 watts?

Hi,

I just bought a wattage meter (one that you can put between your power cable and your wall outlet) but it says my pc uses about 80w when stress testing everything using Aida64. That seems a little low to me so I thought I'd ask it here just to make sure.
My system specs are:
I5 3470
8gb ddr3 (2x4)
7200rpm HDD
some optical drive
92mm fan
PSU with just a 4 pin EPS connector (instead of an 8 pin)

I also tried with my q6600 system, and that used about 160w when stress testing everything again.
That system's specs are:
Q6600
4x1gb ddr2 1066mhz (overclocked from 800mhz)
Nvidia geforce 210
7200rpm HDD
some optical drive
2 120mm fans
400w cooler master PSU (with an 8 pin eps connector)
a wifi PCI card

The CPU's are using lower wattage every year, exception to the monster CPU?s like threadripper and xeon PHI for multicore usage.
Its pretty normal, my CPU is i3-4170, under load with IGPU disabled with 1.02V (stock was default 1.15V) uses 30W with IGPU around 35W-40W+1050Ti 75W, some other components like fans HDD's , motherboard, ram, 30-40W, its normal to see that power consumption today, as I've read long time ago HDD's used 30W.
The technology is advancing soo there is no wonder that the consumption goes lower until we hit the wall like Intel did last few years.
Lets take example of an Nvidia and AMD
Nvidia 200 series 295 used 300W~ alone, today 1060 6GB uses around 120W~.
Amd side R9 295X2 (or as we call nuclear reactor) 500W and...

And what about the q6600 system?

 
Which one? There are G0 95W and older variant 125W, which voltage, etc.
Just type Q6600 and it will pop up intels page with TDP of 125W and G0 95W.
Im not a wizzard (im joking),
You can wattmeter or hopi power meter, something like that, they are a bit expensive around 50-70$ are good models to buy in my country which are 5% margain of error, even cheap ones will do it.
For more expensive i meant higher accuracy.

I don't know to be honest xD
But I've also tried it on my main pc now, and that one only uses 212 watts under full load, the specs are:
I5 8600k (not overclocked)
16gb ddr4 2666mhz (2x8)
Gtx 1060 6gb (8 pin connector)
Gigabyte aorus ultra gaming wifi
1 SSD and one 7200 rpm HDD
4 120mm fans
2 140mm fans
corsair cx600m

I know pc components get more efficient every year, but I always thought they still used a lot more :p
