Solution
I'd suggest trying or borrowing another power supply. It's not uncommon for motherboard LEDs, standby lights, ect to receive power and light up, but still have no system bootup, fan spin to occur. Seen this myself in systems that ended up needing a replacement. The PSU strain from volts and wattage to boot a system is much higher the leds on the board to stay lit.
are there any fault led on the mb?? if there are what ones are on?? if the gpu and cpu fans twitch but not spin..it a power problem or a dead short. on looking at your build it may be the cheap power supply that failed. look int oa good 650w unit if your going to game and stream.
