New Build - No Signal, No Beeps, Turns On/Off In a split second. Have gone through checklist please help!

New build, stripped it down to its bear essentials and cant even breadboard it and have it post. https://pcpartpicker.com/list/bTp8Hh

This is my first build and im going insane. I have tried a different MB a different RAM and a new PSU and still nada. I have tried the RAM in all combinations of slots.

I'm about to throw it out the window please help!!

look at the bios lable on the mb make sure it at a rev that post your new cpu. on/off with no post can be bad power or a dead short. if you bread boarded the unit with one ram stick and there no post. check for bent pins under the cpu or a bad power supply.

1) Yes

2) There is only a 8 Pin connector which is fully connected into the MB and PSU.

3) I have but i am currently trying to breadboard it.

4) Have tried with video card, as above jsut trying to breadboard right now atleast so have removed it.

7) Yes fulyl snaps in and locks, no gold showing

8) Yes the second in from the CPU

10) Yes, used a cpu seater device to help as well

11) No, i went over them all with a magnifier

12) using intel cooler

13) Fan spins when i short the power on

14) Free of debris and all 4 snapped

15) Breadboarding on carboard

15) Using a static guard wrist strap

17) Have tried 4 speakers, bought 10 on amazon.

21) Have tried VGA, DVI, HDMI in vid card, DVI on vid card

i truly have not a clue
 

RE #2: Is it possible that you used a PCI/E 8-pin video power cable instead of the 12V ATX CPU power connector?
RE #17 The system speaker. If it is installed properly, there should be beeps of some kind. During the breadboarding procedure, If you are NOT getting any beeps, then that indicates a problem with the motherboard.( check by turning the power on at various stages of the breadboarding process).
Also, can you confirm that you did, indeed reset the CMOS according to the instructions in your owner's manual?

Im using a EVGA - SuperNOVA G2 650W 80+ Gold Certified Fully-Modular ATX Power Supply so the wires are labeled so im sure its right.

i have pulled the battery and shorted the cmos.

is it a bad mb or cpu?
 

I've seen more bad motherboards than CPUs. CPUs are pretty tough, and can stand a lot more than a motherboard can.
