Can I install a rosewill quark 1200w power supply with the fan toward the bottom? My comp case has a filtered opening in the bottom under the power supply mounting area. Thanks

The power supply doesn't care which way it's mounted. Some cases ( like mine and yours apparently ) are designed for the fan to face downward. This allows the power supply to get fresh, cool air instead of warm air from inside your case.
