Only half my ram is showing up after CPU upgrade

About a month ago I went from a core i3 6th gen to an i7 7th gen. After installing the i7, windows only shows 8 gigs of ram even though I have 16 gigs installed. My BIOS however shows all 16 gigs.
I tried several troubleshoots including: Various settings in windows, couldn't get anything to work. Tested the ram sticks and determined that none of the ram sticks or slots were faulty. Reinstalled the core i3 and all 16 gigs show up. Thinking it must be the new processor I sent it back for a replacement. Now after receiving a new i7 I am getting the same issue.

I now think its the moba but I'm not really sure why since it works with the i3 and in the BIOS it still shows 16 gigs. I've tried a few different BIOS updates and a clean install of windows as well. the only other factors could be that I also got a hyper 212 evo cooler at the same time as the new cpu but i've tried both the i3 and i7 with the evo and stock coolers and get the same result (i7 = 8gigs i3 = 16 gigs regardless of which cooler i use)

any ideas would be appreciated. This is my first post here (also first pc build) but I've used these forums for both my initial build and trying the previous troubleshoots.

You need a better power supply, 430W is not enough, however that is not your problem.

Can you confirm that you have BIOS version F20.

Can you confirm that you have loaded the latest motherboard drivers.

if it works with the i3, it is not the motherboard or RAM.

It is not the cooler.

Can you get your hands on a linux cd (ubuntu or fedora) and boot that into the live demo. How much RAM is showing.

I assume that you haven't reinstalled windows.
