Port forwarding passed parent ISP

I know the title isn't phrased the best but I'll just explain my situation: I'm outside the US and I'm getting internet from a local ISP. What I'm looking to do is port forward but the equipment that they gave me is all in the foreign language and I'd have to jump through a bunch of hoops to get the username and password for it. (its not the basic "admin" "password" BS, tried that) So what one of the guys suggested was to buy a router and port forward on that, even though it probably wouldn't work, I bought a 10$ one and tried it but its a no go. To be specific I'm trying to port forward for RDP so I can remote into my computer and it isn't working. I know it isn't a basic problem like enabling connections or anything, I even tried putting a DMZ to the connected PC to no avail. Just at a loss Any help would be great.

MY QUESTION: can I port forward on my own personal router so I don't have to get the credentials for the other equipment?

As a mod I have an issue with what you wrote there. Trying to do something in the router but not having access isn't something we help with here. If it's really a language issue, find a local who can help you. I'm sure the ISP will be willing to help over the phone. Saying you are doing this to remote into a PC doesn't help your cause any either.

Any forwarding needs to be done there. DMZ or forwarding on a second router won't help. The first router still has the second router not in the DMZ. I'll leave this open, but I get the feeling this thread violates our terms and should just...

So by port forward you mean traffic from the outside network (ISP) on the rdp ports to be sent to a computer on your internal network (in foreign country).

So first you need to set up DDNS or have a static IP address so you can connect to this ISP router.

Second where is your firewall, if it is on this ISP router, then you are out of luck. You either get the username and password or you use your own router. Then you just need your ISP username and password.

Just explain in basic terms where each node sits in your network, the ket thing is to know where you have a firewall.
 
Model name of ISP device? Is it a modem? router? what?
If it is router, then putting another router behind it will not allow you to forward ports, without additional configuration of ISP router.

You can port forward on your personal router only, if you replace ISP router with it.
