PC Upgrade Help

Hi guys!

I am new to this forum :)

So I've got some concerns regarding a recent gaming upgrade that I did.

I got the following components for my rig:
i5-8400
ASUS Z370-I ROG (ITX mobo)
GTX 1070ti Mini (Zotac)
1x16gb Crucial Ballistix Sport 2400
Corsair CX550M
I am gaming at 1440p@60

Now I am getting kinda annoying stutter in some games (Witcher 3, AC Origins) with fps dropping to 40s constantly in some areas.

I am wondering ehat could be the issue here, is this normal for this rig? is there any OC I could do to achieve constant 60fps? maybe swap some of these parts?

Temeprature is actually good though, nowhere getting near 70C. However I noticed that my GPU and CPU are getting ~100% usage in most scenarios (Ive seen a couple of comparisons on utube with similar build that dont get that much usage) could this be a problem?

The reported games are on a SSD.
I opted for a single stick to allow for further upgradeability in the future. Does it make that much of a difference? OCing there wont help?

I switched my 1x16gb Crucial 2400 with 2x8gb Corsair LPX 3000MHz, I can happily say that the experience is much smoother now! Really huge difference, AC: Origins does not dip below 50s now, and I have a constant 60fps on Witcher 3, no frame drops.
