CPU debug light on multiple mobos (PSU or CPU problem?

I've had the same issue with both of the motherboards I've tried where I install CPU (with HSF), RAM and GPU, and each time I've gotten a CPU ez debug light on the mobo. I assume now that the issue lies with either the PSU or the CPU. I was leaning more towards PSU because the HSF doesn't spin when I turn on the PSU, but I'm also confused because the mobo leds come on and the GPU fans spin up. For clarification the components I'm using are,
- Ryzen 7 1700 (with stock cooler)
- MSI X370 Gaming Pro (also tried B350 Tomahawk)
- 2x8gb DDR4 3000 T-Force Delta RGB
- EVGA SuperNOVA G1+ 650w
- Gigabyte GTX 1060 6gb
This was all tested outside the case with just those few things connected so there is no way there were any other incorrect connections that could've caused any other issues.
 
Solution
with power supply if a part of it fails like power on one of the eps pins the cpu led light will be on but other parts of the power supply will work. cpu do dies but most time it from voltage or heat issues. as long as the mb vrm are fine most cpu will last for years.
