Fresh Installation Windows 7 Freezing

Ok here is the deal :

It's the 4th day i am trying to set this thing properly but i had enough today and i need some help.

The problem is that i am installing fresh and properly Windows 7 Ultimate SP 1, motherboard drivers, windows 7 updates, chrome, and without installing nothing else i experience lags and freezes (for more than 2 minutes of everything being unavailable). Also, from time to time i am loosing the net connection, which wasn't happening until 4 days ago with me previous rig (but can't be certain if it is not the providers issue).

I have formatted and re installed everything around 4 times already, and meanwhile i am deep searching every possible aspect and driver that might be causing any issues but i have not found any solution yet. In terms of hardware, the only weak point i could imagine was that Corsairs are two 2 x 4 and two 1 x 4, so i have positioned them as matching colors pairs to red and black slots of the motherboard. Runed memory tool of Windows 7 twice and no problems occurred.

Here is the rig:
Motherboard: Asus Formula V
CPU: FX 8350
Memory: Corsair Vengeance 1600 16gb (4x4)
Drive: C: Samsung Evo 860 (Also 1 more ssd and 2 hdd for file saving)
PSU: Corsair 650W

Memory is guaranteed in the form sold and not in combinations you happen to come up with.

Memory manufacturers don't guarantee such combinations because they tend to cause the memory to be unable to operate at rated specifications or not boot up at all. You are free to do your own compatibility testing and see how it runs.

I am aware of it that's why I runned the memory tests and there was nothing wrong. Also I was using the exact same rams in my previous setup and it was working fine. Also used just the 8gb pair and the freezes insist. So I don't think there is nothing wrong with the rams.
