Are these outlets grounded?

I’m visiting my cousins here in Indiana USA from Ontario Canada, and when I plugged in my MacBook to the 3 pong outlet the trackpad started to act really staticy jumping from one place to another unless you rest your arm or hand on the metal Frame of the laptop, I thought this was the laptop until I unplugged it went to the Apple store and it stopped doing the issue when I demonstrated it. Afterward I thought it was the charger until my phone screen became jumpy and staticy as well unless you touch the body of the phone with your entire hand. Now I feel like this is a grounding issue, but I don’t understand how. Is it the house or my devices made to be used in Canada? Anyways my question is, is it safe to charge my electronics in this house even if it’s causing them to act very funny when plugged in? Thank you and sorry for the long post, btw I tried multiple outlets and tried different iPhone chargers.
