Fans spin... nothing else happens

I have just rebuilt a pc for my Nephew. I turn it on the fans spin. Nothing. It was working after the rebuild but now even after removing all the compnents and following the trouble shooting guides on here i'm a bit miffed as nothing seems to work.

I replaced mobo, cpu, ram and upgraded hdd to ssd. Fresh install of windows was going fine. completed updating and shut it down.

Then it just wouldn't come back on later or ever since. Lights and fans but no post.

Specs: Athlon II x4, 4GB ddr3 1600 Samsung and 16 GB ddr3 1600 Corsair (tried alternately both 2 stick kits). Asus M4a89gtd-pro Mobo (Not the usb 3 one). Radeon HD 5750 (Ialso tried the built in hdmi), Kingston 120ssd v300, Older unamed case. (I checked all the standoffs and made sure no wires were pinned) Original PSU 500 Watt Cougar, also tested with Antec 650 Neo borrowed from a working machine. Sata LG dvd rw

1. Was working.
2. Upgraded Cpu, Mobo, Ram, SSD.
3. Reinstalled Windows.
4. Installed office.
5. Shut it down to have some lunch, came back and only the fans would spin.
6. Disconnected DVD keyboard mouse. tried again same.
7. Removed all but one stick of ram. Same.
8. Removed all ram and video card. Cleared cmos. Same
9. Disconnected everything except the cpu fan and 24pin and 8 pin power plugs, used screwdriver to short the power pins. same problem.
10. swapped out Cougar psu for antec. Same problem.
11. Put the Mobo on a big wooden cutting board with only psu and cpu + fan connected. Same
12. just being paranoid i removed the hsf and checked there was no excess thermal paste (Antec Diamond Nano) there wasn't it was nice and central.

Not sure where to go from here except to throw out the mobo.

Any other thoughts or ideas from you lovely people would be appreciated. It's doing my head in.

One more quick thought, if something has been shorting what are the odds of permanent damage?

Well, it seems to me that you have already determined that it is either the cpu or the mobo. If it is not making it to post, then it has to be one of them. The problem is that we can't tell for sure without testing them, and I'm betting you don't have compatible mobos and cpus sitting around. Did you notice any smoke or weird smells when you came back to it?

No smoke or weird smells do I'm putting it down to one of the two failed. He's saving up for a couple replacment parts and we'll go again from ther. Many thanks!
