Resident Evil 7 Severe Stutter with Vsync on, Severe Screen Tearing with Vsync Off

Hey Everyone,

I have this issue that has been driving me nuts lately related to Resident Evil 7.
Basically the title says it all, I have horrible frequent stuttering with Vsync on and very severe screen tearing with Vsync off.

Before going into the details here is my hardware:
Nvidia gforce 1070 8GBVram (Asus Strix)
Intel 5820K 6Core 3.30GHz base OC'd to 4.0GHz
MSI X99a MPower Motherboard
32GB corsair ram 2333MHz
Crucial 1TB ssd (Game Installation)
Samsung EVO 250gb (os Installation)
Monitos Asus 60Hz LED

So I don't consider myself an expert on PC gaming but from what I gather and the game's recommended system requirements I should be able to run this game no problem. I always aim to run my games at 1080p with the highest possible settings at a stable 60FPS which I manage no problem for most games with my current hardware.

For Resident Evil 7, if I turn vsync off and uncap frame rate I get over 100fps constant but I get horrible screen tearing since my monitor only refreshes at 60Hz. As soon as I turn on Vsync (tried both in-game vsync or nvidia fast sync from the control panel) It removes all screen tearing and fps goes to locked 60fps however I get frequent stuttering when I turn around in the game. The fps counter (currently using steam overlay's counter) does not show any dips but the stuttering is very frequent and noticeable. CPU and GPU temp both never go over 50 degrees while playing.

I tried messing around with all settings even putting everything to low and I still get the stutters which leads me to think this has nothing to do with FPS dropping but the GPU somehow not matching monitor refresh rate.

For comparison I tried DOOM with vsync on and everything maxed out which runs locked at 60fps never dropping a single frame or having a single stutter. So that leads me to believe that it's not something wrong with my hardware but something weird happening with the game?

Looking around on forums a lot of people seem to be reporting several different performance issues with this game with a lot of fixes but I can't find this specific issue and none of the suggested fixes work. The only suggestion I didn't try is to use GSync but I don't have a GSync monitor and I don't feel like it's worth getting for one game.

Can anyone suggest a reason why this could be happening?
Also is the steam overlay fps counter accurate?

Yes the game does allow it and I did try both with the same results. What I didn't try is different combinations of 'Fullscreen and fast sync' or 'Borderless with in-game vsync' etc. I will try giving different combinations a shot but I doubt I will have any luck.
