What is the best graphics card possible (without being bottlenecked) for a Core 2 Quad q9550

I have a pc with these specs :
- Core 2 Quad q9550 2.83GHz
(overclockable)
- Gigabyte MB 1333hz
- 8 GB of RAM
- DDR3 Nvidia GT 730 2GB

I saw a couple of videos of people having a pc with the same specs but with a higher graphics card (GTX 750ti) running modern games such as ( The Witcher III/ Far Cry 4 / Dark Souls 3) on High/ultra graphics and 1366x768 reseloution. And I've been willing to upgrade my GPU for a while now, So I decided to do it. What do u think the best GPU would be to perform without being held back? Maybe a GTX 960 ti?

Take a look at the GPU hierarchy published by Toms. I'd get one of the cards in the GTX 770, GTX 1050 Ti or GTX 1050 tiers. Either AMD or nVidia. I think those would be the highest range I'd go with that CPU. There are a lot of options in that range. As long as your PSU is good enough there are a lot of used options.

Although I'd avoid some of the really old models. They may have the raw power but lack modern features and can have relatively bad performance in current games.

1050 or 1050ti, is probably the higest card that i would go. anything more expensive, i would suggest to upgrade the cpu,mobo,ram (i3 8100/8gb/h310 or b360 mobo)

i have tried putting a rx 580 with a q9550, and compare it to a 6600k.

in pubg, i was getting 40-50 fps on low with q9550 @ 90~100%. with 6600k, i get 120 fps on high, same graphics card.
