Kabylake will work on DDR3L, it's been tested and used, but suffers from extreme lack of ability to the point where Windows is barely functional.

Pc's are not exactly cheap, but they are standardized for a reason. If you want the performance of a kabylake cpu, you'll need to pair it up with what the cpu needs, not what your budget wants. That means a DDR4 motherboard, DDR4 ram.

Your option would be to downgrade to a Haswell based Core i3 or Pentium or even Core i5, as lga1150 is the last generation to use DDR3.
officially kabylake doesn't support ddr3 ram, i don't think it's going to work.

as a proof of concept, you can probably find a h110/b150/z170 that runs on ddr3 ram. and you can "hack the bios" to support it. i know it can be done, but i did not look into the details. the issue is that those mobo costs 150~200 usd brand new, if you are getting used parts, i would suggest getting an i5 4460 wit a 80 or 90 series mobo will be cheaper.
