I7 3770 on P8H61-M LX3 max turbo boost is 3.67, and way to make it to 3.90?

As the title says, I can't get my i7 3770 on P8H61-M LX3 to 3.90 ghz which is its max turbo.
Any suggestions?
Or I can only use hyper threading disabled, and if so will it lower fps?

I'd leave hyperthreading enabled unless it is very well documented that you are playing one of the 4 out of 100 games that do better without it...

Run HWMonitor for 2 minutes while playing the game, then exit the game to see if one of the cores boosted to whatever the max rated turbo is...
