i7-4770 extreme heat

my cpu is an i7-4770 non-hypertheread,water cooled,after i put it in a warehouse for a week and i used it,the temperture of the cpu will increase to 84c,way hotter than it should be.
Water cooler is a all-in-one styled,no glass pipe or what.Some suggested the water dryed out in the water cooler but I shaked it and there is still some water in.
What I did:
1.replaced thermal paste
2.installed more fans at the radiator of the water cooler
What happened:
The warehouse is very hot
The cpu increases its temperture form 34c to 84c in just 1mins

Can somebody please tell me is the cpu or cooler problem.Thanks.

I assume the rapid temperature increase is at idle?
What is the temperature in the warehouse?
You won't get your CPU below a few degrees above the ambient warehouse temperature.
That sort of rapid heating is typical of a poorly cooled CPU. Often, the thermal paste or the pump of the cooler is not seated properly or is faulty.
