Z370-F was working fine, now it won't won't boot and power drain with GPU plugged into it. PSU or MB Slot to blame?

So I thought I did a pretty good job of packaging and protecting my computer on the move but apparently not :( It was working perfectly before I packed it up.

Here's the Part List.

The symptoms are very confusing:

- The motherboard's decorative lights come on when I turn on the PSU, however the Standby Power LED doesn't turn on with the GPUs plugged in it and it will not respond when I push the power button.

- I unplugged/took out everything. No GPUs, RAM, extra Hard Drives, etc.. and just had the CPU, the M.2 Hard Drive and the fans plugged in. The Standby Power LED is on and when I press the power button the CPU fans spin for a short period of time but no boot.

- I plugged the RAM back in, same thing as above. The Standby Power LED is on and when I press the power button the CPU fans spin for a short period of time but no boot.

- Here's where it gets confusing -- I take out the RAM and put in one of the GPUs. When I press the power button, it starts the boot sequence(i.e. it starts to cycle through the MB lights for CPU, DRAM, VGA, and BOOT) but doesn't complete. It gets stuck on DRAM and starts beeping.

- I then put in the RAM and go to press the power, but the Standby Power LED fades out over 1-2 seconds and it's not responsive when I press the power button.

- I take the RAM out again and leave the GPU in, but now the Standby Power LED doesn't even turn on or just stays very dim before fading out.

- If I take the GPU out and turn the power back on, the power button gets the same response(fans spin but it doesn't boot). If I put the GPU back in with the RAM out, it'll go through the same sequence above(boot sequence gets stuck at DRAM).

I've done this cycle three times(take everything out, put things back in) just to verify.

Anyone run into something like this before?
