I’m looking for a 300-400$ gaming pc build. I’m going to use it most of the time for gaming and maybe some web browsing. I already searched some build but most of them are like double the price right now. So does anyone have any suggestions for me.

This will get you started, but in all honesty, you should probably wait until your budget HAS doubled. Before all is said and done, you're going to want to add a graphics card, replace the RAM with 16GB, and get a better processor and motherboard.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel - Core i3-8100 3.6GHz Quad-Core Processor ($117.90 @ OutletPC)
Motherboard: Gigabyte - H310M A Micro ATX LGA1151 Motherboard ($55.35 @ Amazon)
Memory: Patriot - 8GB (2 x 4GB) DDR4-2133 Memory ($78.99 @ Amazon)
Storage: Seagate - Barracuda ES 750GB 3.5" 7200RPM Internal Hard Drive ($23.99 @ Amazon)
Case: Corsair - Carbide SPEC-04...
Not possible unless you get all used parts, and that is not advisable unless you have experience at it, as you have to know whom you can trust as far as what condition they're in.

If you already have a display you can use, a PS4 or Xone is a good alternative in that price range ($300). If you suck at using gamepads like me, the XIM Apex is a pretty good KB/M adapter, but it costs $100.

$300-400 is a bit unrealistic for a new gaming PC. I would probably tell you to buy a used system.

But with a Ryzen 2200G (integrated graphics) it is possible. Just know that the B350 motherboard may require a bios update, in which case you will need a compatible CPU to install the update. https://support.amd.com/en-us/kb-articles/Pages/2Gen-Ryzen-AM4-System-Bootup.aspx

$300 - $400? the memory alone in my primary desktop was $469 :p

Well... you'll be able to find an older used PC that can still play newer games decently @ 1080p in that price range. spec wise probably something around a 4th gen i5, 8gb ram, gtx 960/1050, rx 460/560... may have to resort to browsing craigslist or ebay.
possibly a ryzen 3 2200g system similar to the post above.

personally... even though I spent over $3k on my most recent desktop, I've been using it for Netflix and playing 'last of us' on the ps4 pro(although seeing the trailer for last of us 2 may have contributed to that).
