i7 7700k running at 4,4 ghz only

Hello I would like to ask why my CPU is running at 4.4 ghz (i7 7700k) and not at 4.5 ghz?
2 weeks ago my cpu cooler pump die and today I replaced it for a new cooling and since then it does not go to 4.5 ghz
Previously, nzxt kraken x42
Now i have nzxt kraken x52
Is it possible that the CPU is damaged because I noticed that my pump died after 1 hour?

If your MB supports MCE (Or 'Enhanced Turbo in MSI's lingo), then all cores will boost to 4.5 GHz *if* your cooling is adequate. If your load temps are 65C or less, you could see if your BIOS has such an option...

As it stands, if you see 4.5 Ghz even occasionally, it is functioning correctly...
