Poor internet because of brother

So a few days ago ive been having really but really bad internet, but it happens ONLY when my brother gets on his laptop. We share a 10mb internet and when he is not on, i get 70 ping to servers, when he is on, it can go up to 1000 or more ping. When he is off, youtube videos have 9000kb/s connection speed, and when he is on, just 100kb/s... I think he gave himself all the power of the internet (bandwith). How can i know if he did? or what the hell is going on with my internet... Please help

iftop will show his usage. it's very uncommon to have any bandwidth monitor on a consumer router. it might have a total if you're lucky. SNMP is a protocol to forward the packets to another device. There are many apps that can use that. Also likely not available.

bufferbloat is the latency spikes from a swamped connection.
edgerouter X QoS is very good at managing it.

Huh, not people rules, QOS, if you don't already know, is a mechanism in some routers that can enforce fair access, no one person can monopolize. Now talk to the man of the house whether that feature is available.
