should I trust this craigslist offer

i was looking on Craigslist for a gpu when I found this listing:

the price seems too good to be true but I am not very experienced when it comes to buying 2nd hand gpus. I have not messaged him because I don't want to get involved in this unless I am comfortable with it first. Obviously I'll ask for more pictures of the card if I message him and a test if I meet him, but what should I be looking for?

P.S. If you live nearby don't steal it.

You can absolutely trust that guy.
He's told you, straight up, that the GPU is busted.

Being busted, however, means you shouldn't buy it.

It's a broken card. Why would you even consider it?

The card itself is functional, but every time the fans kick in, they kick up to 100% and stay there until a reboot.

I'd absolutely trust that seller. He's going out of his way to tell you that the card is broken.
