I downloaded the hp usb storage tool and when i try to recover my 2tb it say the specified device is currently used by other applications..please close the b4 formatting the device ...wat should i do

Need more info here, when you say you try to recover, meaning you have a bad disk? Need full details about what happened and what you are doing along with system and drive details.
