CPU does not turbo boost even though it says it can + when playing fortnite the GHz decreases to 0.48 GHz or 30% utilization

1st Question:
My CPU's base speed is 1.6 GHz and can turbo boost to up to 2.56 GHz "apparently" which is not the case. Even at 100% utilization the CPU GHz is still at 1.6 GHz and does not increase. Oddly when i am doing nothing and have google chrome open and the task manager my CPU goes to 2.56 GHz increases but when i use a CPU intensive program it goes back to 1.6 GHz.

2nd Question:
When playing the popular video game, Fortnite, my CPU utilization gets stuck at 30% during the game randomly and only runs at 0.48 GHz. After a while it goes back to normal 1.6 GHz.

Recently after downloading Intel Processor Identification Utility and CoreTemp, my CPU speed has increased to 2.56 GHz for brief periods of time(2-4 seconds to around 50-80 seconds). I am wondering if i can make this permanent. This is been on the same day as i am writing this thread
for some reason the CPU GHz has increased.

If i run multiple tasks at once the CPU goes up (this may help

The CPU frequency will jump back and forth from the base frequency to the turbo boost frequency depending upon the demand placed on the processor. That is normal. The stress test does just that it places a stress on the CPU (causing the frequency to jump up to the turbo boost frequency).
 
You can't make the 2.56GHz frequency permanent. It only works when a single core is being used. Otherwise it runs at 1.6GHz. Also when it is idle or near idle speedstep can cause the CPU to run at lower frequencies. Also I'm not sure why it runs at 0.48GHz in Fortnite. Possibly an error with the reporting? Is performance at all affected?

Turbo is quite simply: autonomous. What you are seeing is normal behavior. As Terry said, the frequency will jump back and forth depending on the what load the CPU is under. Turbo is not a set clock, it will go up and down as needed as it's used to optimize resources.

If you want your clocks to be at a certain frequency all of the time, you could just do a manual overclock, although I don't see a point in doing that. It would cause unnecessary stress, especially seeing that you're not maxing out your clocks now anyway. You could try using Prime95, and selecting 1 or 2 threads to see if turbo kicks in if you're really worried about it.
 
Prime95 is not going to help anything, it will only show much more of the same. If you are seeing a conservation of power due to thermal/power considerations under a gaming load, what do you think a true gut-wrenching CPU torture test is going to show? :)

I only recommended it so he can test it. It is a proven way to see if turbo is working.
 
If you want to watch the CPU frequency jump around in real time, I suggest downloading CPU-Z. HWmonitor will also work, but it takes up most of the screen.

From what you stated in the post, I would say that the CPU is operating normally (I don't know about the 0.48 GHz). If you look at the CPU-Z, the Core Speed, Multiplier, and Bus Speed are listed. The multiplier is a range. If you multiply the upper and lower range times the Bus Speed (probably 100 MHz or 0.1 GHz), that will give you the upper and lower frequency range that you can expect from the processor.

I have learnt that the 30% utilization is not to do with fortnite but to to do with the temperature of the cpu but the cpu

Also is there a way to reduce the turbo boost and set it to 2GHz instead or is that not possible.

Is there some tips or easy things to do to reduce the temperature? I don't want to spend any money yet if i can improve the temperature for free. If i do invest in something shall i buy a cooling pad? The vent is at the front for some reason for cooling.

http://prntscr.com/k42plr the cpu utilization goes lower to 30%? Does the cpu temperature have to be between the set amounts or can it go lower. For some reason when the cpu goes down to the min temperature the cpu goes to 30% utilization. Is there anyway to fix this?
