The answer is still NO. You can't get internet access on a TV antenna. Not by accessing a cell phone.
WIFI, and cellular are on frequencies that your TV tuner knows nothing about.
If you don't have a smart TV, then you will have to add a streaming device like a Roku, Chromecast, Firestick or one of the dozens of Android streaming boxes.
