Pc keeps rebooting after 5 seconds and wont even go into bios

So 3 days ago i was trying to boot up my pc but i notice it keeps restarting after 5 seconds and wont even boot into bios
I tried to re-seat RAMs
To reset CMOS
I tried 1 RAM at a time and diffrenr rams
Test a new power supply
Try to boot only with RAM mobo CPU and PSU
I think my mobo might be fried but i am not sure and speaker doesnt work even if i changed it

Mobo Gigabyte B85M-D3H
PSU Corsair VS 650
RAM Fury HyperX 8GB x2
CPU: Intel DC12V 0.17A
Hard drive:WD WD10EZEX Blu Hard Disk Desktop da 1 TB, 7200 RPM, SATA 6 GB/s, 64 MB Cache, 3.5"
(Graphics card NVIDIA GTX 760)

I need your help and i hope that my motherboard isnt fried or something...:( thanks in advance
 
Guess the next option is Mobo... sadly. But if you can swap CPU to your friends computer, at least that would rule that out.
Also, have you disconnected everything? Including the fans, maybe one of them has got a problem and drawing too much power and causing it to shut down due to overload.

So yeah i changed my cpu with his added thermal paste and nothing and then i borrowed his mobo (even though he wasnt so happy)as we have similar pc's and it worked so thanks so much for your time in helping me
