I have a Dell Optiplex 790 with a GTX 1050ti slapped in. I think it already makes a good computer as is as i'm not too crazy about graphics. However i've got the money this time and I'm deciding whether I should upgrade my CPU or add to my existing 8gbs of RAM. I have an i5 2400 processor with 2 sticks with 4gb memory in each, should I add another 2 or get a new processor asap? (also note if it matters, I have $150 to work with)

Do you mean i7-2600 because there is no i5-2600? If it is the i7 then there is no other CPU for you to upgrade to. Better off saving up for a full upgrade.
No real point in expanding the RAM unless you are doing really big graphic art or 3D modeling.

I would add some RAM. 8GB is a little low for a 4GB GPU. It only shows up ocassionally but it does make a difference sometimes. 12GB would be plenty.
