4GB DDR3 1333MHz CAS9 Dual Channel vs 4GB DDR3 1600MHz CAS9 Dual Channel

I currently have 4GB ( 1 x 4GB ) of Kingston 1333MHz CAS9 ValueRAM installed and am wondering if there is a difference in terms of performance between 1333 / CAS9 and 1600 / CAS9.

I am currently running an i5-4570, Intel HD Graphics 4600 ( Upgrading to a GTX 660 ASAP ) and Gigabyte H81 Motherboard.

I am planning to upgrade RAM to 8GB ( 2 x 4GB ) because having 4GB of memory is not enough to play most of today's demanding games smoothly.
( Cannot go 8GB Dual Channel due to current budget limit )

I use this PC mostly for high end gaming, photo/video editing, web surfing & movie watching.

I have two upgrade options:

1.Sell current 4GB 1333MHz stick ( Still have 1.5 year warranty remaining ) , get two 4GB 1600MHz sticks with low timings such as 9-9-9-24 ( came as a 8GB kit or two 4GB sticks of exact same model )

2.Buy another 4GB 1333MHz stick of exact same model ( KVR1333D3N9/4G ) and run it dual channel with current stick.

What will be the best upgrade option from those?

I have another few questions. When I buy 4GB 1600MHz sticks with low timings, does the integrated heat spreader ( if it has ) matter for gaming performance?
What should I buy? Low timing memory with or without heat spreaders?
Will a RAM stick be a gaming RAM just because there is a heat spreader in it?

Any help is greatly appreciated. :):):)

1600mhz CL9 obviously is better than 1333mhz CL9.

Ram heat-spreaders don't matter much (may be only, if doing OC). It's mainly for aesthetics.

Solution
I usually pick the one with heatspreader since it adds that extra physical stability feel to it but it is not really necessary, if you are not OCing it. Pick the cheapest one.
DDR3 RAM speed plays extremely small role on over all pc performance. Pick the cheaper one.

Didn't you actually notice any performance increase even after upgraded to HyperX? Did you use a dedicated GPU at the point?
