Disk 1 Uknown Not Initialized. Please help

I got a new 2tb toshiba hdd and i cant use because it is unitialized ? I also suspect this is the reason i cant install windows in to it. Also when i right click and select initialize disk(in disk management) and then ok a new window appears saying "the system cannot find the file specified". Please Help.

I downloaded and installed the program you linked but when i select create partition and click on the new disk (physicalDrive1)i cant click next, also the programs says that the disk's size is 0 bytes, here is a screen shot:https://imgur.com/a/nfsXZEX ( not sure if I uploaded the pic correctly so please if you cant see it tell me to reupload it)

Something might be wrong with it, stuck heads or motor not running, does it get enough power ? For now it's just reading it's control board and not platters.

I am certain that it does get enough power. By the way I noticed that it makes a fairly loud clicking noise for about 20 mins after booting , so its probably dead ?

If you said it at the beginning, it would be clear than.

Damn it I just got it and its dead,no guarrantee either so I guess ill get a new one. Thank you both for your help.
