My laptop is out of range of wifi. Other devices connect no problem from same location. Is it possible to connect to one of one of those devices with laptop to get access? Is that what a hotspot is?

Solution
if the laptop a few years old make sure the wifi card is seated. if it is see if a friend has a usb wifi stick to see if your wifi card went bad. if a new wifi usb stick works fine. then you cna use one of those or swap out the wifi card on the laptop. if the issue still there you have a few things to help you. one is they make high power wifi usb sticks, on hotspots some newer phones do have hotspot feature. you share your data plan of your phone with the laptop. there also small hotspot devices about the size of a large pack of gum. you would have a plan for the device. free hotspots (comcast and isp have them plus stores) log onto there wifi and surf.
