Creating new users

My computer is creating new users without autorisation.
And when i delete it after running a program it creates a new account

With usernames like these: VqhtX8fsJ5
And passwords like these: pANFa7tsp83q68Q118SVzT

Likely a virus stealing system resources if not your personal data. Format and reinstall windows.

I reinstaled windows but a new account appeared.

Where did you get the Windows ISO? Unless you got it from Microsoft, I'd ditch it and re-download from MS.
