This may be a very stupid question, but I can’t seem to wrap my head around this, so I ask.

If I want to download a file of 20GB using the personal hotspot feature of my iPhone, connecting the laptop to my cellular network, will i use 20GB of data?

Solution
If the file is 20GB of already compressed data, then you'll have 20GB + file transfer protocol overhead + possible lost packet retransmissions. If the file contains significantly compressible data and the transfer protocol has its own compression (HTTP for example typically uses gzip or zlib compression), then the transferred amount can be significantly less than 20GB depending on how compressible the data is.
