Only 7.95 gb RAM available of my 16

I recently added two more 4gb sticks of ddr4 ram to my PC. Bios and windows both recognize 16gb of RAM, yet only half of it is being used. In bios it says my current dram size is 8gb, and windows says I only have 7.95 gb available. All memory sticks are the same model with no issues with my original sticks before this.
 
Here's something to try....go into the BIOS....where you see the four 4 GB sticks....which total 8GB (as shown in the BIOS).....and SAVE THE BIOS.

I don't know if you have tried saving the BIOS....but if you haven't.....do this.

Then let it boot into Windows....then shut down.....let it restart.....and go into the BIOS and look again.

I've cleared the cmos, but nothing changed. I found that all of my sticks are working, but my dimm3 and dimm4 slots aren't working after putting my older sticks in those slots.

You might be running into a compatibility issue with single rank or dual rank capacity. Also you ought not mix them.

If you haven't already done so, go ahead and install just your old memory, then update the BIOS to the latest revision. Then, try again with your new memory.

Also, be sure to check your MB manual. They're pretty good about explaining such things in terms of what slots you can use with which type of DIMM.

That's the problem, msi says that I should plug my memory into slots 2,4,1,3 in that order, but slots 3 and 4 won't work. My mb should work with all ddr4 memory, especially when they are the exact same model. I also just updated bios and nothing has changed.
