I'm getting the same fps no matter what settings in all the games

Hello please can you help me i'm getting the same fps no matter what settings i change low or high even if i change the resolution i get a bad fps
cpu : core 2 duo e8400
gpu : gtx 650 1 gb ddr5
psu : 365
pc : hp compaq dc7900 convertible minitower
Vsync is disabled
 
You should monitor temperatures and ensure everything is cool. Also make sure you’re getting the rated clockspeed under load.

Next, use windows performance monitor or similar to monitor cpu and gpu usage in games. If you’re maxing both there’s not much to be done.

Next would be to ensure drivers are up to date (from manufacturer, not windows defaults).

Could also try a fresh windows install and once complete only load the bare minimum programs at startup. There are guides online for what you an safely do without.

all i want to know is why my gpu usage decreases when i lower my settings and also i get some frame drops i checked the temps both are good but idk the cpu max temp goes to 61 and then goes down the gpu 47 50 55 idk maybe its the gpu because i bought it from ebay

Upgrading is tricky. You're near the top of the obvious things that would work on your motherboard (Wolfdales Core2s up to 65W) and it's a real gamble whether one of the 95W quads will actually run on your motherboard; it's a pre-built so you have BIOS questions and wattage questions.

Honestly, I think this rig is at the end of its run. Squeezing 10 years out of a lower-middle class prebuilt is a lot of value. To keep this particular rig going, you needed to start upgrading back around when you upgraded the GPU (2012? 2013?), but at this point, unless you get parts nearly for free, you shouldn't put anything more into this PC.
