It total depends on what you plan to do with the PC. For a gaming PC, GPU prices are still high, but starting to come down. Sometimes you can find a pre-built with decent specs for around $300 - $400 more than the cost of just a high end GPU.
It will also depend on how comfortable you are in building systems.
Also if your prebuilt system fails in any way you can take it back for warranty repair. If your custom system fails, you need to identify the component, and only return that one.

yeah like a while a go i saw a i7 8700k or 7700k with a 1070 ti for like 1900 cad but cant seem to find it or it was prob on sale
