Extremely bad fps drops with decent hardware

Hello, I am having a problem with my pc. When im playing games about every 5 seconds or more my fps goes down to about 3fps or around that.

My Hardware:
CPU: I3-6100 (older version)
GPU: Asus gtx 1060 3gb
Mobo: Gigabyte GA-H110M-S2H
Ram: 8gb 2144 ddr4
PSU: 600w
Storage: 240gb ssd, 1tb hdd
Software: Windows 8.1 pro unactivated
Also I build this pc myself so it is not a prebuild machine.

My cpu temp and pgu temps are no where near what their max should be. My drives arent full, my ram usage doesnt get above 80% and my cpu usage stays around 50% while in game. The problem keeps getting worse and worse, yesterday i bought a water cooler thinking the cpu was overheating with the stock cooler but the problem got better and now today it seems to be getting worse. I opened MSI afterburner while playing a game and whenever my game fps dropped super low i alt tabbed to msi afterburner and it seemed that each time the frame drop happened the gpu temp would spike downwards or upwards the smallest bit. Coming here is my last resort if this doesnt work then i am going to wipe both my hard drives and do a clean install of windows 8.1 pro unactivated. Idk if this helps but i am also unable to update windows, i try it every now and then and it seems to never work, the update downloads and installs but when i click the restart my pc button after the installation it goes through the configuring process and never gets to 100% it always says "Failure Configuring Windows Updates Reverting Changes Do Not Turn Off Your Computer". So i have a pretty decent gaming computer that wont run almost any games without intense frame drops. Also the games that i play are: Rainbow Six Siege, Fortnite, CS:GO, PUBG. I tested fortnite with everything low including the 3D resolution and vsync on AND off and still eveytime i try a different setting every game has the intense fps drops. I really would appreciate any help with this as i am a big gamer and this is very difficult to play games. I have also tried updating drivers and rolling back drivers with no luck
 
I haven't had any experience with Windows 8 so I can't comment if there is something in that OS that makes it less favourable for gaming systems. What are your exact temps and usage for both the CPU and GPU? Have you tried a clean install of your display drivers?

What services work there minimized while playing? Any GPU-Z, MSI Afterburner, Riva Tuner or something? If so, prohibit them to run at system startup, then close these programmes and reboot your PC.

Yes i do recall doing a clean install of the display drivers. My gpu temp: 64 celcius, My cpu: Ranges from low to mid 40's celcius

I have gone through task manager and ended everything uneeded and turned off every start up app.
