Windows 7 Bootloop

Hi, i am a owner of a PC that, when you accidentally pull the cable out from the PSU , its stuck in a bootloop.
It reboots just before the "Starting Windows" screen.
I tried pressing F8 but no response.
Even with both of my keyboards.

Now, i've been able to fix this by taking a Windows 10 install disc/or flash drive and going to "troubleshooting settings" and selecting " go back to Windows 7" and that reboots my PC and continues to Win7.

But this time, the same happened and i dont have access to a install disc/USB at the time because i have to spend money on other stuff.

Any way to fix this without an disc?
