Specs:
GPU : gtx 1080ti
CPU : I7 8700K
Ram : Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz
Motherboard : ASUS ROG STRIX Z370-E GAMING

Old Specs:
GPU: gtx 1080ti
CPU: I7 4790K
Ram: Corsair Vengeance 16GB (2x8GB) DDR3 1600 MHz
Motherboard : ASUS ATX DDR3 2600 LGA 1150 Motherboards Z97-A/USB 3.1

So I recently upgraded to the new specs from the old ones, upon playing games I get the same if not worse fps and I havent downloaded any new drivers or anything. I also did not fresh install windows and if I do so will it make a big difference if not is there something that could have been done wrong?

45% on the CPU does not mean it's not the part holding back performance, as that is what all the cores are at on average. That doesn't account for the 1 core that is feeding the GPU which might be over 90%.

Anyway, if the GPU usage is that low, I'd recommend checking your CPU temps first. I might add, it may simply be a case of having more GPU than your resolution can take advantage of.

same GPU, similar amount of RAM, CPU has more cores but the CPU upgrade was not so much. the 4790k is a beast the 8700k is not much faster in certain workloads and may even be slower in some.

results for the gist only.
the fact that you are running a new chipset on old chipsets drivers is well, surprising.

I suggest a fresh install of windows with the updated drivers. the motherboard is not one device, it is myriad. several different drivers, several devices.

multitasking is where the 8700k will shine, heavy workloads, gaming AND streaming, etc you will see a difference. Anything that can peg all 12 threads will show marked improvement over the 4970k

How much do you think a fresh install of windows will help and is there a way to do it without a usb

Cannot say it will help performance but experience has taught me that it will make the system STABLE. changing that much hardware at once without proper prep is a recipe for gremlins.

no USB, drive or ports?
dvd. extra hard drive. just about any media that can be made bootable can be made to install windows from.

I was able to get a usb and get windows on it so if I clean install will it get the cpu/motherboard drivers for me automatically upon fresh installing it?

just 1080P and I thought open world games like pubg and stuff were very cpu based

Unless you are turning AA settings super high, 1080p should make you CPU bound most the time. Have you run some benchmarks that test both? Like Time spy?

See what your GPU usage is in the games you are playing. As well as the clock rates.

Ok thanks! I just clean installed windows and downloaded all my motherboard drivers from the asus site, To install the bios update should I use the ez flash technology in the bios to update it with the downloaded files?
